Walkerton
In August 2000, EnPro Associates was invited to make a presentation to the annual
conference of the Association of Municipalities of Ontario (AMO), drawing upon
our experiences in Walkerton and what it might mean for other municipalities.
The following is our speaking notes used in that presentation.
Any person, company,
or agency that conducts activities which have the potential to cause adverse
environmental effects needs to have a comprehensive understanding of due
diligence and its relationship to risk and liability.
Most provincial
and federal regulatory agencies in Canada perceive statutory compliance as occurring
along a continuum. It is helpful for the regulated community to understand the
continuum.
In Sept. 2000,
Ontario's Environment Ministry established a new 65 member SWAT team focused
on elevating compliance through increased inspections and enforcement. This
is just one of several recent government initiatives
reflecting growing public intolerance of adverse environmental activities.
