Educated: Memorial University of Newfoundland; Columbia University, New York. Married: Sandra Butler. Rowe taught at Prince of Wales Collegiate and was an assistant professor at Memorial University before entering politics in 1972. From 1972 to 1975 he was Liberal MHA for St. Barbe North, and in 1975 and 1979 was elected in Trinity-Bay de Verde. He resigned his seat in 1981 and returned to the field of education, serving for two years as principal of Queen Elizabeth Regional High School in Foxtrap. In September of 1983 he was appointed assistant superintendent with the Avalon Consolidated School Board, a post he still held in 1992.
